Unrest begins to develop in the Q’elpi region of the Traverse, also known as the Marauder Systems.

The roughly dozen systems of the Q'elpi region of the Traverse, dubbed "The Marauder Systems" for their role in a Ti'Rakqi scheme to defraud the Nralakk Federation of Phoron, have been under strict martial law for eleven months without resolution in sight. The systems have endured not only an interplanetary travel ban, but strict curfews, extranet access restrictions, and suspension of other rights and privileges across all numerical bands.

Some progress has been made towards transitioning back to a civilian government, but there are delays as the local Kala are still searching for known Marauder collaborators in the now-defunct local administrations. Even with this progress, however, there are now reports that dissidents have come to blows once again with the local authorities after a period of relative peace. Vandalism against government property, illegal demonstrations, and the spread of anti-Federation propaganda have suddenly been on the rise with no known catalyst for the events.

A representative of the Grand Council went into detail on the developing situation:

"The Grand Council wishes to assure the citizens of the Federation that the systems currently under martial law are still well within the Federation's control. We can confirm that there are minor flare-ups of dissident activity, but as it stands, these systems are still largely pacified. We do not expect the situation to escalate to where it was at the beginning of Qukala operations in the area. We have given the local Qukala detachment the authority it needs to expediently handle any further situations as they develop."

The Q'elpi systems have been relatively peaceful until now; with the majority of the conflict between the local citizens and the Qukala ending shortly after martial law was enacted. While the authorities are unwilling to point to a cause, the Kala stationed in the region believes that the long time under martial law and the negative impact it has had on daily life in these systems are the leading cause.

When asked to comment on the extraordinarily long period of martial law being enforced in the systems, the representative stated that "[Martial law] will stay in place until such a time we believe we have detained all known collaborators of the Ti'Rakqi operation that resulted in Qukala intervention." This statement reaffirms the Qukala's aim of only operating for as long as it's strictly required (see: Martial Law Declared as Systems Resist Collaborator Arrests).

Grand Councillor Weashbi Jrugl, while not personally available for a statement on the matter, posted the following on Viv-ID:

"While I sympathise with the situation in the Q'elpi systems… I have no sympathy for those who attack the Kala - who are there to protect both you and the Federation - whether it be violently or non-violently. The Federation does not, and will not, allow malicious actions against it to go without due punishment and retribution."

As the Q'elpi systems are currently under strict travel and extranet restrictions, information coming out of the systems is slow. The Enquirer will continue reporting as the situation develops.

The situation in the Marauder System escalates as protests turn violent.

Anti-Federation activity continues to rage on in the Marauder Systems, with the Nlomkala and Qukala facing more open opposition by citizens. Users on Viv-ID have expressed their concerns over the situation, believing that it will take a stronger response by the Federation to pacify the region. The Grand Council continues to reassure citizens that what is happening in the Marauder Systems will subside and that they are doing everything in their power to ensure that the situation does not deteriorate.

Various images released show the violence across the planets of the Marauder Systems; fortunately, it appears that the carnage is aimed primarily towards property rather than enforcers or civilians:

While unconfirmed, it appears that videos and other media have been posted from the Marauder Systems in support of the dissidents, somehow bypassing extranet restrictions. The posts allegedly show why these groups are resisting Federation authority, showcasing life under martial law as well as calls for the end of Qukala operations on the planets and a return to regular civilian life. The Grand Council has declined to comment, instead stating that "the offending media was in breach of media policy on the platforms hosting it and has been promptly removed". 

The situation has had a noticeable impact on neighbouring systems as well, with local authorities noting an increase in subversive online activity originating from these systems. While noted as troubling, many have dismissed the activity as "young tadpoles looking for a cause.".


Dissident Action in Traverse Grows; Ti'Rakqi Activity Resumes in Marauder Systems

The Qukala are deployed as the Ti’Rakqi, a group of Skrellian pirates and dissidents, begin to actively operate in the Marauder Systems.

As dissident activity spreads to other planets in the Traverse, the Qukala has deployed additional troops to areas neighbouring the Marauder Systems.

Numerous planets neighbouring the Marauder Systems have reported an increasing frequency of subversive activity similar to what is being faced in the Marauder Systems. Anti-Federation activity is reportedly being conducted not only physically, but also through disruptive actions both online and in the Srom.

Similar policies to those currently in place within the Marauder Systems have been emplaced on this new set of planets; extranet access has been disabled or heavily restricted, a travel ban is in place, and the Nlomkala is enforcing a strict curfew for civilians of all numerical bands. Whether or not martial law will be officially enacted on these additional planets is still up for debate. However, troop movements suggest that at the very least, the Qukala are preparing to intervene.

The deployment of additional troops marks a record high for active Qukala operations in a single region outside the Core systems. The marked increase in Qukala troops has raised concerns about the security of uninvolved systems as Qukala concentrate in the Q’elpi region. These concerns mostly relate to the security of other regions of the Federation, which the government has assured are still well-protected despite the movement of Kala to the Q'elpi region.

In related news, Ti'Rakqi activity has resumed in the Marauder Systems and the surrounding region; vessels identified as being aligned with the Marauder group have been engaged by the Qukala and driven off when discovered. It is currently unknown what their intentions are. One can assume that the Marauders are beginning to take advantage of the situation in the affected systems, as those most impacted by martial law look to the black market for goods and services that have been restricted; or those that are otherwise unavailable. The Grand Council issued a statement reminding citizens that subversive activity in all its forms will be punished accordingly, and to respect and adhere to the rules outlined under martial law. For our readers, we have included a flyer that has been used in the Marauder Systems as an example of what martial law exactly entails for the common citizen:

Councillor Jrugl Calls for Action; Kala to take "Advanced Measures" in Traverse

The Grand Councillor reacts to the unrest in the Marauder Systems and the Kala begin to become more aggressive with their law enforcement in the Traverse.

Translated to Tau Ceti Basic Councillor Weashbi Jrugl has called for "swift action" against the dissident systems within the Traverse during a speech made earlier today.

The Grand Councillor has until now not shown any concern towards the current wave of subversive activity in the Traverse. They gave a public statement earlier today regarding some of the new policies being implemented as part of the government's response to the Phoron crisis. At the end of their speech, they were asked for their personal thoughts on the current situation in the Q'elpi region of the Traverse:

"The Grand Council has come to the conclusion that- until now, we have been overcautious with our response to the Q'elpi region, and it is obvious that restraint is preventing resolution. The Grand Council has agreed that swift action is needed… And it is needed now so that we can see an end to the dissident movement that is quickly forming on our frontier…" - An excerpt from Councillor Jrugl's statement.

The Grand Councillor then went on to say that the Qukala and Nlomkala have been ordered to take "advanced measures" as part of this new strategy. This includes a more aggressive stance on the Marauders and subversive activity wherever martial law has been declared. Alongside regular patrols and the consolidation of forces in key areas to prevent disruptions to civilian infrastructure and services, the Kala are now expected to take a more proactive approach in detaining non-compliant citizens. Similar to when martial law was first declared last year.

Dissident activity in the Traverse continues to spread in the Q'elpi region and has begun to threaten the inner parts of the Traverse as well. The government issued a statement that reminded citizens to refrain from socialising in large groups due to the possibility of being misidentified as a subversive actor. Kala branches have allegedly heightened their security alertness in response to the developing situation.

As of this article, three additional systems have been added to the "Marauder Systems", with martial law put in place to crack down on dissident activity.

Subversive Activity Continues; Skrell Abroad React

As the situation in the Marauder Systems continues to worsen, Skrell abroad begin to respond.

The subversive elements in the Q'elpi region and elsewhere continue to agitate against the government and Kala operating in the Marauder Systems. All of this is happening in spite of the Federation's renewed policy of proactive response to dissident activity.

Demonstrations, anti-Federation speech, vandalism, and other activities continue in the Traverse as more planets preemptively enact their own policies in the face of growing opposition to the government and its actions in the Q'elpi region. Posts on Viv-ID showcasing dissident actions in the Q'elpi region are common, despite the restrictions on extranet access by the Federation. While primarily these posts are calling on Skrell across the Spur to support their "peaceful" cause, government officials and loyal citizens have been quick to point out the destructiveness that these subversives are bringing to their homes:

Bolder dissidents have even gone so far as to hack into local SCS show boards, making both national and local politicians show up as having the lowest scoring social credit score. Amongst these include Grand Councillor Jrugl themselves, who was shown to have a social credit score of zero. This vandalism was quickly rectified but resulted in these boards being shut down for several days while security systems were updated.

The response to the strife in the Traverse has been mixed abroad, as both pro- and anti-Federation Skrell voice their opinions. Many loyal citizens abroad in the Sol Alliance and Cooperative Territories of Epsilon Ursea Minoris have been quick to oppose the subversives; while in mixed areas where both groups live together, such as the Republic of Biesel's Mendell City, tensions are rising quickly as hardliners on both sides begin to rally external support.

No nation in the Spur has yet made a statement on the dissident movement or their Skrellian resident's reactions. However, representatives of the Nralakk Federation abroad have called for those worried to remain calm, stating that "The Federation's internal workings and issues are nothing to be concerned over." and that what the Federation is facing is "simply a vocal minority."


Independent Traverser Movement Officially Established; Jrugl Announces Reforms

As the rebel factions in the Traverse band together to create a movement and demand action, the Grand Councillor concedes by announcing wide-ranging reforms to Federation society.

Translated to Tau Ceti Basic The, until now dispersed and unorganised, opposition to Federation authority in the Traverse has now centralised itself as the "Independent Traverser Movement". This new development follows a series of public statements made throughout the Traverse by dissident leaders across several planets who appear to be spearheading the new movement.

The Independent Traverser Movement's public manifesto lists over forty separate "concerns", ranging from the Federation's deeply-ingrained values and systems such as the Social Credit System, representation of the Traverse on the Grand Council, the Federation's economic and foreign policy, as well as what the movement perceives as a "conscious effort to exploit and mistreat" the population living within the Traverse. Inner-system politicians have individually come forward to debunk many of the manifesto's claims since its release, stating that "[the manifesto] is not much more than individualist rhetoric meant to divide our people and obfuscate the goals of the Federation." While the political stance may be prevalent in certain areas of the Traverse, the manifesto has seen zero support within the inner systems. Several queens from the C'thur hive have made statements denouncing the movement and reaffirming the hive's commitment to the Nralakk Federation.

In response to the formation of the Independent Traverser Movement, Grand Councillor Jrugl has surprised many by publicly stating their intention to actively work on some of the main points made in the manifesto. While not going into details, Jrugl has said that the Grand Council will be convening in the coming weeks to discuss potential solutions. Despite the gesture of goodwill made, the Independent Traverser Movement has so far not slowed down its activities. Protests and demonstrations are still being organised as local authorities and the military are temporarily returning to containment measures in an attempt to minimise damage to public facilities and communities. Within the inner systems, the response to Jrugl's attempts to peacefully resolve the situation in the Traverse has been met with more positive reactions: "My Quya and I are afraid of what's happening in the Traverse. These subversives riot and protest against the Federation, even as the Grand Council tries to engage with them diplomatically. After all that's happened the past few years, this is the first time in decades we feel as if our future isn't secure." - Kep Jrqmala, a spaceport worker on Qerrbalak. "The Marauder Systems have been in a state of martial law for some time now, and we can't continue to use the Nlomkala and Qukala to suppress every planet that decides to join those systems. The Grand Councillor's willingness to compromise, even with the more rebellious Skrell in the Traverse, is truly commendable." - Raqa Pliu, a lecturer at the Aliose University of Medical Science. The government has declined to comment on how the Grand Councillor's statement will impact operations in the Traverse, only stating that they are "taking steps to de-escalate” while still “keeping the peace in affected regions."



First Round of Reforms Announced as Jrugl Responds to Independent Traverser Movement

In response to the Independent Traverser Movement, the Federation releases its first round of reforms, involving protections for low social-credit citizens and more Traverse representation.

The Grand Council has announced its first round of proposed reforms that aim to address the rise of the Independent Traverser Movement. The dissident organisation acting as a united front against the Federation and what the movement perceives as "exploitation" of the outer systems.

Grand Councillor Jrugl, along with Advisor Ormish Jrolk and other prominent members of the Grand Council announced the initial reforms earlier today in Kal'lo:

"Over the past two weeks, we on the Grand Council have deliberated on the situation in the Traverse, and the arguments made by the "Independent Traverser Movement". While their actions are something that we condemn, we believe that there are certain issues raised in their core beliefs that have merit.

Recent events, both domestic and foreign, have hit the Traverse the hardest. We believe that this surge of discontent is a symptom of that. The Federation is meant to be a nation of cohesion; a nation where everyone cooperates for the betterment of the whole… And while every nation has its detractors, the Nralakk Federation since its inception has had the upliftment and prosperity of all Skrell as its primary goal. With this in mind, we on the Council believe that these reforms are the first step in affirming our dedication to bettering the lives of every Skrell and alleviating the impact current events have had within our nation.

It is my hope that with these reforms, tensions will be relieved in the Traverse; while our species normally looks toward the future, the Grand Council and I believe that we need a focus on solutions that can alleviate the socio-political problems faced by the Nralakk Federation now." - Weashbi Jrugl's opening speech as part of the announcement made earlier today.

While these reforms do not address every issue raised by the Independent Traverser Movement, the Grand Council reiterated that this is only the first of many actions that will be taken to address the "legitimate concerns brought forward". The current round of reforms focuses on the following:

Codified protections for Tertiary numericals within the Social Credit System, including guaranteed access to basic services and housing for those that show improvement, along with anti-discrimination clauses focusing on access to career and educational advancement. Amendments to current policy regarding economic planning and quotas. These amendments will focus on broadening factors that the Federation will consider while establishing production quotas throughout the Federation similar to what has been seen as a result of the Phoron Crisis. A "Committee for Traverse Well-Being" will be formed from members within the Grand Council, its sole focus being the coordination of efforts to respond to crises throughout the Traverse. Initial reactions of known Independent Traverser Movement members appear to be mixed, but relatively positive; representatives of the movement have described the proposed reforms as "promising". Whether this means the movement will peacefully halt its activities in the Traverse remains to be seen.



Kal'Qi Weibii Speaks on Independent Traverser Movement

Kal’Qi Weibii, the defacto leader of the Skrell resistance known as the Lyukal, expresses their support for the Independent Traverser Movement..

Kal'Qi Weibii, one of the nominees for Grand Councillor during the 2463 elections and now the de facto leader of the Lyukal, has publicly given their support for the Independent Traverser Movement.

Since their exodus to the Republic of Biesel, taking their supporters as well as other subversive elements in the Traverse, Weibii has established themselves as a prominent anti-Federation figure abroad. Their activities until recently have largely focused on the Starlight Zone and the displaced Skrell who inhabit it. However, they have now publicly announced their support for the Independent Traverser Movement and its goals.

Since the formation of the Independent Traverser Movement, Kal'Qi Weibii has attempted to gather support for the movement abroad, using their status as leader of the Starlight Zone to promote anti-Federation rhetoric to the public. Their speeches have also allegedly called on the human governments of the Spur to support the cause of the Independent Traverser Movement, with Biesel being a notable target due to the nation's history with the Solarian Alliance and its still newly-found independence. These calls for action have so far received no official statement by politicians within the Republic of Biesel. (Editor's note: due to their inflammatory nature, the Warble Enquirer has elected not to publish Weibii's speeches).

While the Republic has officially ignored these calls to action, it is believed that Weibii has found success in the average Biesellite citizen. Through the embellishment or omission of facts in their propaganda, a growing number of non-Skrell have shown positive support for the ITM. Representatives to the Republic of Biesel have been attempting to rebuke Weibii's claims, but so far have reported little success:

"We have to keep in mind that while our two species have spent the better part of a century as close allies… Humanity holds more importance on ideals that we would consider antithetical to the aims of the Nralakk Federation and Skrellian society as a whole." - One of the Representatives to the Republic of Biesel discussing their views on human support for the Independent Traverser movement.

A representative of the Grand Council responded to non-Skrell support of the Traverser movement, saying the following:

“The societal and cultural differences between Humanity and Skrell is wide. With these calls that other species align to their ideals, it is easy to glean over the unique situation of persons they are advocating for- even among themselves these ideals create strife.”


Independent Traverser Movement Angered Over "Lack of Progress" on Reforms

Tensions flare as the Independent Traverser Movement claims no progress has been made on Grand Councillor Jrugl’s reforms within the Federation.

Representatives of the Independent Traverser Movement have once again publicly come forward against the Federation over the perceived "lack of progress" made on enacting reforms in response to the movement's aims.

Members of the anti-Federation “Independent Traverser Movement” have been quick to decry the Grand Council's progress as "needlessly slow", while at the same time noting the reforms that have passed so far are "ineffective half-measures". The call for more radical reforms is believed to have been made by the more extremist factions within the movement, showcasing the fractured nature of the organisation and the lack of cohesion within its ranks.

In comparison, prominent Idols within the Federation have praised the reforms as "commendable", noting the positive changes these reforms have already introduced. The reforms in question introduce new policies such as changing the legal status of tertiary numericals, where more rights are afforded to the class if the individual is considered to be "in good standing". The calculation of quotas and how the Grand Council will organise a response to crises in the Traverse have also changed with the reforms, aimed to directly address the problems observed during the Phoron Crisis and the impact it has had on the Federation.

Councillor Jrugl issued a statement regarding the Independent Traverser Movement's negative response to the progress made so far:

“The Grand Council have been reviewing additional addendums to the planned reforms, where careful deliberation is needed to ensure both viability and to promote the best approach to the public’s interest. The Federation will not blindly engage in policy changes without fully appreciating the ramifications it will have for its citizens. It is necessary to work towards a promising compromise that will benefit all citizens.”

It is currently unknown how the Independent Traverser Movement will react to the statement, but it has already been reported that high-profile members of the organisation are "aggravated" by the situation. Citizens have expressed confusion at the impatience of the Independent Traverser Movement, especially considering the unprecedented speed that the current set of reforms was enacted. Government officials have given their own thoughts on the behaviour, believing that it is an extension of the "generally thoughtless behaviour of certain individuals".



ITM Seize Cities; Local Government and Kala Forced to Relocate

The Independent Traverser Movement makes its move and begins to occupy planets across Traverse space, angered by a lack of progress with Jrugl's reforms.

In response to an alleged lack of progress in enacting reforms to address their manifesto, the subversive Independent Traverse Movement has begun to seize regions on several planets within the Marauder Systems.

Dissident groups, numbering from hundreds to thousands depending on location, reportedly marched as one, forcing the outnumbered Kala officers to fall back in most cases. Until now, the number of dissidents displayed here was not seen in ITM groups, and the Kala already stationed on the affected planets were too few in number to repel them. Local government officials and Kala detachments have been forced out of government buildings, city centres, spaceports, and other planetary infrastructure considered vital to day-to-day operations as a result.

The Nlomkala and Qukala have already begun to reorganise in response to the development, setting up temporary facilities and cutting off these ITM strongholds from the wider regions on each planet. Reinforcements are making their way to the beleaguered troops already stationed planetside. Access to power and water supplies has been shut off completely where possible, with failsafes and other design features making it more difficult in some cases. Nlom relays have been a concern in particular for the government, and while there were attempts to take these facilities, security forces along with Kala intervention made them unsuccessful. The actions of the Kala and Xomor security officers have been praised by the Grand Council, and have ensured that these planets still have a secure connection to the wider Federation's Wake.

Representatives of the Independent Traverse Movement have explained their actions as a "proactive response to a lack of cooperation by the Federation", stating that they have "experienced little communication" on the topic of additional reforms. State officials have been quick to respond, reiterating previous comments (see: Independent Traverse Movement Angered Over "Lack of Progress" on Reforms"), and chastising the movement for deteriorating the situation.

While unavailable for comment at this time, the Grand Council has expressed regret that a peaceful resolution could not be found, and that options on how to proceed are already being discussed.

Weapon Shipment Found On Marauder Vessel; Possible Independent Traverser Movement Involvement Suspected

The Kala seizes a large weapons shipment whose origin is unknown from a Marauder vessel, possibly linked to the Independent Traverser Movement.

The Qukala has reported that a large shipment of weapons has been seized following the detainment of a Marauder-linked vessel within the Q'elpi region of the Traverse.

The vessel and crew were detained following a failure to follow proper procedure as the Qukala was inspecting their cargo hold for contraband. The vessel was highlighted for investigation by local Kala officers due to its poor maintenance and the lack of modern systems typically installed on civilian vessels. While older models do still see service in the Traverse, they are also known to be heavily utilised by Marauder groups throughout Federation space. Lack of maintenance led attending Kala to believe it was a Marauder ship. Following a deeper inspection of the vessel, a hidden compartment was revealed which contained crates of small arms and other contraband.

Where these weapons originated from is still unknown, but it is likely that the lawless nature of the Human Wildlands had allowed rogue parties to salvage and sell military weapons from former Solarian Alliance installations. Qukala and Nlomkala deployed to the Marauder Systems have announced a "renewed effort" to crack down on dissident activity within the region to pre-empt a possible insurgency. Until now, the conflict in the Marauder Systems has shown no signs of escalating into open violence; making the discovery of these weapons a surprise to many.

Dissident leaders who routinely speak on behalf of the Independent Traverser Movement have made no comment on the incident; which has incensed citizens online as they demand answers. Kala reinforcements have arrived at the Marauder Systems and are now commencing operations to dismantle Independent Traverser Movement bases in the region following Grand Councillor Jrugl's call for decisive action. This is in response to the discovery of a weapons shipment inbound to the subversive movement that was captured by Qukala agents just over a week ago.

Following the seizure of critical infrastructure across affected systems (see article: "ITM Seize Cities; Local Government and Kala Forced to Relocate"), Kala across the regions in the Marauder Systems have begun preparations to quell the more militant members of the Independent Traverser Movement. The temporary facilities established have allowed a modicum of normality for citizens living in affected areas, while the "Hazard Zones" have undergone restrictions to limit their ability to surge against the rightful authorities. With additional Kala detachments arriving on the affected planets, the Kala are now commencing their operations with haste.

While it cannot decisively be said, the Kala have high hopes that the operation will be a resounding success thanks to the expertise each branch is providing to the operation. The Nlomkala officers have been advising the Qukala on crowd control and civilian policing procedure while the Qukala train their partners for urban strategies and counter-insurgency. Already, some smaller ITM bases have been raided and returned to normal operation, revealing the shocking conditions these agitators live in as a result:

Cabinets, tables, and chairs have been stacked up at key points, closing off many sections in an attempt to secure the building from assault. One room has been turned into a makeshift kitchen, along with a water purification station in response to the building's water being shut off.

The Kala continues to make progress in the Marauder Systems, but is set back with a surprising strategy that disables many military checkpoints and cruisers.

Subversive elements in the Traverse continue to escalate the conflict between the Independent Traverser Movement and local Kala enforcers. On the ground, demonstrators and other subversive citizens are gradually being pushed back from main city centres and other regions deemed vital for normal societal operation in the Marauder systems. Suspected depots, caches, and other bases of the Independent Traverser Movement are quickly secured and dismantled as the Kala advance into territory that has, until now, been considered firmly in the hands of agitators. Skrell outside of the Nralakk Federation have begun to clash as sides are taken in the Traverse Indepdendence conflict; especially in human space where the species has proliferated as a result of the close ties between Skrell and Humanity.

A dozen Skrell, handcuffed, in what appears to be a cramped brig. The caption reads, "Korormansk Station detains several Skrell after a fight reportedly broke out within the settlement. Multiple submarines are forced to stay docked as their Psionic Navigators are processed. The cramped conditions of most of Europa's settlements have meant that many detained Skrell have had to be transported to nearby settlements due to lack of space in Korormansk's brig."]

Expand Across multiple planets outside the Federation, Skrell are reportedly clashing against one another as the situation escalates in the Marauder Systems. These hostilities have thankfully been non-violent for the most part, as Skrell take to openly debating one another in the streets while blocking opposing Skrell from accessing services. In rare cases, small brawls and property damage have been reported; fortunately with no serious injuries. Skrell have also reported a rift in the local Wake on these planets; where once the Nlom was mostly calm, there is now a noticeable divide as Skrell disunity reaches peak levels. As seen in these images, the conflict has caused high-profile disruptions not only to the Skrell living there, but also for non-Skrell who have been caught in a conflict that does not concern them.

Both loyal and noncompliant citizens alike have been arrested in the dozens by local police. Government officials have begun to make statements regarding the Nralakk Federation and the Independent Traverser Movement's activities impacting their own nations:

"I am disappointed in the behaviour shown by our Skrell citizens in recent months. The internal struggles of the Nralakk Federation have no place impacting Solarians within our own borders and we hope that the Federation resolves the situation promptly." - Senator Le Hanh Trang of the Solarian Alliance.

"We are disheartened to witness the current unrest we are facing in Nral'Daaq. While we understand the emotions that the Skrell must be facing at a time like this, we do not condone citizens on our planet fighting one another in the streets. In addition to these statements, a representative of the Grand Council said the following:

"The Nralakk Federation does not condone the actions of its citizens abroad and calls for an end to the current violence. The Federation's internal conflicts should not spill into the wider Spur, and for that, we apologise. These Skrell do not represent our nation or the whole of our species, and we ask that our neighbours and allies be patient as we attempt to de-escalate the issue at hand."

Grand Councillor Weashbi Jrugl, alongside other prominent members of the Grand Council and Independent Traverser Movement representatives, gave a speech earlier today announcing that negotiations between the Federation and the Independent Traverser Movement have finally come to an end:

The first of these reforms aims to "decentralise" the Traverse, transitioning each region into more autonomous states that have an increased capacity to oversee themselves. Councillor Jrugl said the following on the subject:

“Administrative regions within the greater Traverse will be granted significantly more autonomy to self-govern within the Nralakk Federation; the Grand Council will be ensuring that performance by these governing bodies does not infringe on public interest. The transitional period will include a drawn out granting of increased autonomy to the local government whilst still ensuring the stability of the Federation – and the lives of its citizens in affected regions.”

The current state of the Traverse will not be changed much, according to the Grand Council. Each current region will effectively stay the same geographically while the Median Naval Zone will be under the direct control of the Grand Council and Qukala due to its strategic significance and pre-existing military infrastructure.

The other planned reforms have not been announced yet, but the Grand Council has divulged that a "reconciliation tribunal" will be organised in order to "peacefully bring justice to perpetrators responsible for exacerbating the conflict." Cooperation between “moderate” members of the Independent Traverser Movement with the Kala results in a Lyukal weapon smuggling plot being shut down.

A spokesperson for the Federation has revealed that a Lyukal operation in the Traverse has been dismantled thanks to the cooperation of the Ruupkala, Nlomkala, and the Independent Traverser Movement.

According to official reports, Lyukal operatives were found smuggling weapons and other supplies to militant members of the Independent Traverser movement still active in the Q'elpi region of the Traverse. Moderate members of the movement, who have since stopped their dissident activities as a result of the successful negotiations with the Grand Council (see article: "ITM Negotiations Come to a Close; "Rolling Reforms" Announced as Traverse States are Unveiled") were "instrumental" to the discovery and apprehension of those involved. The moderate ITM members were apparently still in contact with their more militant colleagues and were invited to join the group in "continuing the fight against oppression". This activity was promptly reported to the authorities; who then proceeded to detain several ITM members and their Lyukal affiliates thanks to this cooperation.

Since the announcement of reforms and cooperation between leaders of the Independent Traverser Movement and the Grand Council, insurgent activity has decidedly dropped throughout the Traverse. A representative of the Ruupkala has hypothesised that many militant ITM members have either stepped down or fled Federation space at the news. Those who are still carrying out their insurgency no longer have a network of allies or the public support to continue operations as effectively as they once could.

The involvement of Lyukal operatives confirms that the resistance movement is still attempting to continue the violence within Federation space. While the arrests here prove that the Lyukal are not immune to the law, the Grand Council did make a post on Viv-ID reminding citizens of the threat the resistance group poses. The post went on further to state that the Lyukal is considered a terrorist group by the Federation and any suspected Lyukal activity should be reported to the Kala.

Qehalak Formed; Traverse States Given Responsibility for Local Defence

A new branch of the Qukala is created, acting as a Traverse militia, which allows the newly formed Traverse states to form and train their own defense forces.

The Qehalak's (translated to Basic: "Homeguard") mission statement was provided by the Grand Council in a Viv-ID post following the announcement:

"The primary objective of the Qehalak is to oversee the territorial defence of Traverse States; and to protect the Traverse from external and internal threats as well as to act as a reserve force where necessary for the Qukala during domestic missions. The Qehalak is a purely local defensive force, overseen by each Traverse state, and will not be used in external conflicts under normal circumstances."

Following this, Grand Councillor Jrugl addressed concerns raised about the Traverse gaining its own military force on their own personal Viv-ID account:

"The Qehalak is ultimately an auxiliary branch of the Federation's military, and as such, it is under the authority of the Federal government. Under normal operations, they will be overseen, trained, and equipped by local authorities. If this new power is used maliciously, or otherwise used outside of the intent behind giving each state the ability to defend itself- the Qehalak can and will be brought under Federation control.

I wish to reassure citizens that this new organisation has been carefully designed with the best interests of the security and well-being of the Federation in mind. The Qehalak will allow citizens to feel safer as we increase our military presence throughout the Traverse; allowing us to more effectively deal with pirates, terrorists, and other dissidents that wish to destabilise our union. As seen in the last year, the Qukala, while an effective force, is not able to respond to all crises. Recent events have proven that a trained and maintained auxiliary force local to the region is required to properly protect the expanses of our nation."


The Grand Council has described the Qehalak as an "efficient method" to address issues observed in Qukala response times. Mainly by providing the Traverse with a "quick response" in the event of further civil strife, attacks from pirates or rebel groups, and other situations that would normally require military intervention. As the organisation is decentralised and handled at the local level, the Grand Council believes that the Qehalak will be more adaptive to the needs of the Traverse state that trains them. This also comes with the added benefit of alleviating costs for the central government when deploying the Qukala, and more well-planned resource management. Due to the current Phoron Crisis, the Grand Council believes that local forces will further allow the Federation to respond to internal threats without the unnecessary use of Phoron for travel.

The Qehalak will apparently draw mostly from local Skrell, but will be open to C'thur and Dionae that also wish to serve. It will also be part-time, according to officials, similar to the Republic of Biesel's Tau Ceti Foreign Legion; which some have already begun to draw comparisons to. Federation officials have been quick to respond to these comparisons, assuring citizens that the Qehalak will not be open to non-citizens or to species who have not been fully integrated into the Nralakk Federation. Ormish Jrolk personally spoke on the matter:


"The comparison between the Qehalak and the Tau Ceti Foreign Legion, while true in some respects, is shoddy at best. While the states are ultimately in charge of their own training and equipment so that they are more effective on their home turf, the Qukala are offering each state teachers from their ranks to cover foundational skills. It will not impact our stringent citizenship requirements or change our integration process for new species. It is a part-time, voluntary force meant to provide internal protection for the Nralakk Federation…"

Recruitment flyers state that those with long-term commitments, or those that are in work that would dissuade them from wanting to join the military, will be able to serve in the Qehalak thanks to the lesser obligations required of its members compared to the Kala branches. Due to the Qehalak being organised independently by each Traverse state, it is assumed that requirements and obligations will vary.

Hundreds of citizens involved in the Marauder System conflict are tried in a tribunal, and the Federation officially considers the Independent Traverser Movement disbanded.

Federation Officials have revealed that over the past few weeks, a "Reconciliation Tribunal" has been held. Headed by representatives of the Grand Council, Independent Traverser Movement, and notable civilians impacted by recent events in the Traverse, the tribunal interviewed and tried hundreds of citizens directly tied to the civil strife that swept the Traverse in recent months. Due to the nature of the Tribunal and concerns over "impartiality", it was held in secret but with transcripts and the results now made available to the public.

To the surprise of some, several Kala officers were also tried and punished as a result of this tribunal, with the judges citing gross incompetence, negligence, and misuse of force. One Skrell only referred to in records as "Oroq", was identified as a high-level Qukala officer who, as a result of their command, caused a large-scale riot between members of the Independent Traverser Movement and on-duty Kala. "Officer Oroq's decision-making in this scenario showcases a distinct lack of character that is expected of Kala officers. Their inability to effectively control what was, at the time, a non-violent demonstration; whether through incompetence or malice- led to the injury of fifteen Skrell. Not to mention an additional eight critical injuries and the thousands in property damage as a result of the ensuing riot. It is the belief of this tribunal that they are unfit for their duties, and will be demoted immediately, with additional punishment following further investigation into the matter." - An excerpt from Judge Xarq's statement, taken from the Tribunal transcripts.

Members of the Independent Traverser Movement that were found guilty of exacerbating the civil disturbance were given varying sentences. Most were tasked with uncompensated work; helping repair heavily damaged areas of the Traverse. Those with a larger role to play, such as those participating in violent acts or acting in leadership roles, were given prison sentences and a minimum of four weeks in a rehabilitation centre. One ITM leader, proven to have orchestrated several acts of sabotage against critical Federation infrastructure, was given a seventy-five-year sentence. While some called for leniency, the judges stated the following:

While the primary objective of the Tribunal was to deal specifically with incidents related to the Independent Traverser Movement, the original government officials involved in the Marauder Phoron conspiracy (see article: "Marauder Collaborators Revealed, Q’elpi Systems Locked Down") were also tried as part of the Tribunal. Their role in the provision of Phoron to Marauders is stated as one of the main factors that eventually led to the formation of the Independent Traverser movement. All officials involved were found guilty to some degree, and were given prison sentences of fifty years and a lifetime ban from holding political positions.

With results of the inquisition publically available the Grand Council, in collaboration with representatives of the Indepedendent Traverser Movement, have announced that the organisation has voluntarily disbanded following the negotiations. Leaders of the movement who cooperated with the Nralakk Federation and negotiated on behalf of the organisation were given leniency, but all have voluntarily barred themselves from holding public office or from organising similar movements. These individuals have been given temporary advisor positions on the Grand Council in order to ensure policies agreed upon during negotiations are enacted. A spokesperson for the ITM spoke further on the matter:

"The Independent Traverser Movement believes that at least a majority of its objectives have been achieved. Through dedication to change, through peace, we have been able to bring to light systemic issues with how the Traverse has been treated. We have started a process of making it an equal member of the Nrallak Federation. While there are still several reforms that have yet to be announced; we trust the Grand Council to continue working on bettering the quality of life of its citizens.

The movement regrets the violence that came as a result of its actions. We denounce and condemn those who used our organisation to spread violence and conflict throughout the Traverse, and we do not support or recognise any members of our organisation that are still active. Our goals were always meant to be achieved in a peaceful manner, yet there were those that co-opted our mission with malicious intent.

As our final statement, the Independent Traverser Movement would like to thank the Grand Council and Councillor Weashbi Jrugl for their receptiveness to change. We look forward to working with them until our drafted policies are enacted in full."

The Grand Council is planning to enact many of these reforms next week alongside a public address by the Grand Councillor themselves.

Our Union continues to persevere thanks to this collaborative effort, and it is my hope that our society will continue to cooperate towards a better future.

Jrugl looks over to their sides, acknowledging those standing beside them, then looks back to the audience.

Over the past year, the Nralakk Federation has faced many threats to its integrity. Piracy during times of scarcity, the greedy politicians who facilitated them, and political strife fuelled by dissidents and insurgents. Yet the Federation still stands. It is thanks to change that we are still here. Stagnancy breeds dissent as the old ways no longer apply to modern life. It enables corruption, as those who would rather profit than contribute to the greater whole of our society hook themselves into the system and change it to suit their own needs.

As a result of the reforms passed, the Federation has been made stronger, and the quality of life its citizens experience has increased. From protections for tertiary numericals, to economic reforms and changes made to the administration and autonomy of the Traverse, we have seen a social and political advancement not seen by Skrell in centuries. These reforms have been grouped together as the "Traverse Accords"; a set of policies that recognise the importance of the Traverse within our Federation and grants the region more power to better represent and administrate itself within Federation politics.

Today, we on the Grand Council are announcing one final reform to add to these accords; the Grand Council has authorised the establishment of formal political parties; and with it, a change to the organisation of the Grand Council. Details of these parties and who will be heading them will be announced soon.

We have enacted great change while still preserving the Nralakk Federation and the values that it stands for. For that, I find myself hopeful for the future of our nation. Where I once felt trepidation, I find myself excited for the future of the Federation and the future of Skrell everywhere. Thank you."

After their speech, Councillor Jrugl went on to confirm on Viv-ID that former ITM leaders would be kept on the Grand Council as advisors; as well as leading the Committee for Traverse Well-Being, originally formed as part of reforms made earlier this year to better allocate resources when responding to disasters within Traverse space. The Grand Council has now unveiled its new political party system. These parties will be represented on the Grand Council by their leaders as permanent advisor roles within the Grand Council structure. The Grand Councillor will also act as the head of their respective party, with Grand Councillor Jrugl now being the leader of the United Federation party.

The Grand Council clarified the reasoning behind the formation of formal political parties and what this means for future elections, with Grand Councillor Jrugl saying the following on Viv-ID:

"The Grand Council and I believe that with the new changes we are experiencing - and will experience - because of the Traverse Accords, we must strive to better represent all prevailing ideologies within the Nralakk Federation. This new organisation will allow the Grand Council to better represent the spectrum of political ideas that exist within the Federation.

Independents will still be allowed to run for the position of Grand Councillor in future elections, and the Grand Council does not believe that this change will impede the chances of any potential candidate's campaign from succeeding."

Foreign Policy: The United Federation party plans to continue relations with the Solarian Alliance while seeking out warm relations with other nations throughout the Spur.

Autonomy: The party currently has no plans on reducing or expanding on the autonomy of the Traverse.

Nlom Relays: Nlom Relays are considered vital to the continued existence of the Nralakk Federation, and are a crucial link between Skrell across all worlds within Federation space.

Foreign Policy: The Nralakk Federation should attempt to stay out of wider Spur affairs where possible while sustaining current relations with the Solarian Alliance.

Autonomy: The traditional administrative systems for the Traverse should be reintroduced, replacing the newly-implemented system with policies that address concerns without compromising the central authority of the Federation.

Nlom Relays: The Federation's Nlom Relay network is a vital part of the Federation's trans stellar infrastructure, enabling a strong, unified nation that allows Skrell to work in the interests of the collective rather than the individual.


The Federalist League is led by Advisor Ormish Jrolk. The League's primary objective is to create a Federalist state, where each part of the Federation has equal authority and importance. Special Economic Zones, while considered a net benefit, are not considered effective enough alone to help boost the Federation's economy. That said, megacorporations should cooperate with State-Owned Enterprises, and competition between the megacorporations and the Federation's own enterprises will not be encouraged.

Foreign Policy: The Federalist League intends to continue nurturing good relations with the Solarian Alliance, while focusing on additional security along the Federation's border with the human Wildlands. The attack by Beauchamp, along with the increased risk of piracy and bandit attacks against Skrell, prove that the Federation must take a more aggressive stance to protect its citizens and its territory.

Autonomy: The goal of the Federalist League to create an equal-party nation means that the autonomy of the Traverse is of major importance to the party. Additional rights and freedoms for sectors outside of the core worlds will be pursued wherever possible.

Nlom Relays: The Nlom Relay network, while important, is not considered vital to the continuance of the Nralakk Federation. Each state should have the right to choose whether or not they will enable, disable, or otherwise change how the network impacts them.


The Free Skrell Union will be led by Yoana Ji'ko, a representative to the Republic of Biesel and former Governor of the Ocror region on Qerrbalak. The party focuses on economic growth through the introduction of megacorporations into the Federation, and has a keen interest in furthering relations with the Republic of Biesel.

Megacorporate involvement in the economy of the Nralakk Federation is seen as vital to continued economic growth, and the party sees the expansion of their operations within Federation space to be a priority. Competition between megacorporations and State-Owned Enterprises should be promoted to ensure economic growth and continued innovation in all sectors.

Foreign Policy: The party wishes to continue the Federation's relationship with the Solarian Alliance, while also furthering relations with the Republic of Biesel. The Free Skrell Union currently has no interest in developing relations with any other polity within the Orion Spur.

Autonomy: The Free Skrell Union currently has no plans to retract or expand on the autonomy of Traverse states. The party believes that the Traverse would benefit from megacorporate involvement within its industries, and will work alongside local governments to ensure that this is the case.
